This is a pretty great lip balm. You can use it even you do not scrub your lips. Some lip balms won't really moisturize or soften your lips when it is really dry or already flaky, but this can. Even with flaky lips, you can use this and it will moisturize your lips. It does not just sit on top of your lips and isn't really heavy on the lips.
